Begin by preheating your oven to 400°F (200°C).
If using fresh cauliflower, chop it into florets and pulse in a food processor until rice-like. If using frozen riced cauliflower, thaw and drain well.
In a large mixing bowl, combine the riced cauliflower, egg, shredded cheddar cheese, shredded Parmesan cheese, all-purpose flour, grated onion, minced garlic, salt, and ground pepper. Stir well.
Using your hands, take small portions of the mixture and shape them into tot-like forms, about 1 to 2 inches in length. Place on a parchment-lined baking sheet.
Bake in the preheated oven for about 20-25 minutes, or until golden brown and crispy, flipping halfway through.
Remove from the oven and let cool for a few minutes. Serve warm with your favorite dipping sauce.
