While the beans cook, whisk together the minced garlic, soy sauce, dark soy sauce, honey, chili garlic sauce, and chili oil in a small bowl.
Pour the sauce over the green beans and toss to coat evenly; continue to cook for another 3 to 5 minutes, stirring occasionally, until the sauce is heated through and slightly thickened.
Remove from heat, transfer to a serving dish, and garnish with toasted sesame seeds before serving.
