Preheat the oven to 400°F (200°C). Lightly spray a 9x13-inch casserole dish with nonstick spray or brush with olive oil.
Place the chicken thighs in a large bowl and drizzle with 2 tablespoons olive oil; toss to coat evenly.
In a small bowl, whisk together 2 tablespoons brown sugar, 1/2 tablespoon paprika, 1 teaspoon Italian seasoning, 1/2 teaspoon garlic powder, 1/2 teaspoon onion powder, 1 teaspoon salt, and 1/4 teaspoon black pepper until combined.
Rub the spice mixture evenly over each chicken thigh so they are well coated.
Arrange the seasoned chicken thighs in a single layer in the prepared casserole dish.
Bake in the preheated oven for 30–35 minutes, or until the internal temperature reaches 165°F (74°C) and juices run clear.
Remove from the oven and let rest a few minutes before serving.
