Preheat the oven to 400°F (207°C).
In a mixing bowl, combine hoisin sauce, soy sauce, sesame oil, and ground white pepper.
Add the chicken drumsticks to the bowl and toss until evenly coated with the marinade.
Transfer the coated drumsticks to a baking tray lined with aluminum foil or parchment paper, arranging them in a single layer.
Bake for 30–35 minutes, or until the chicken is cooked through and the juices run clear (internal temperature 165°F / 74°C).
For a charred surface, broil for 1–2 minutes at the end of baking, watching closely to avoid burning.
Remove from the oven and serve immediately.
