- Preheat your oven to 350°F (175°C) to ensure even cooking.
- In a large skillet over medium heat, cook the ground beef, diced onion, minced garlic, and green bell pepper until the beef is browned and the vegetables are tender, about 5-7 minutes. Drain excess fat.
- Stir in the diced green chiles, taco seasoning, and season with salt and pepper. Cook for another 2-3 minutes until well combined.
- In a small bowl, mix cornstarch and water until smooth. Add to the skillet with 3 cups of salsa. Stir well and simmer for about 5 minutes to thicken.
- In your baking dish, layer: a thin layer of beef mixture, 3 tortillas, refried beans, a sprinkle of black or pinto beans, and a layer of shredded cheese. Repeat until all ingredients are used, finishing with tortillas topped with remaining salsa and cheese.
- Cover with foil and bake for 25 minutes. Remove foil and bake for an additional 15 minutes, until cheese is bubbly and golden.
- Let cool for 10 minutes before slicing. Serve warm with toppings like sour cream, avocado, or cilantro.
