Preheat your oven to 350°F (175°C).
In a large mixing bowl, whisk together the whole wheat pastry flour and baking powder.
In another bowl, combine safflower oil, honey, molasses, and the egg. Add the pure vanilla extract and whisk until smooth.
Stir in the quick cook oats. Add raisins if using.
Gradually add the dry ingredients to the wet mixture, stirring until just combined.
Drop rounded balls of dough onto the prepared baking sheet, leaving about two inches between each.
Bake for 10-12 minutes, until the edges are slightly golden.
Let the cookies cool on the baking sheet for a few minutes before transferring to a wire rack.
