In a medium mixing bowl, beat the softened cream cheese and goat cheese with an electric mixer until smooth.
Add the minced garlic and finely chopped chives to the cheeses, then season with salt and pepper to taste; mix until combined.
Preheat the oven or toaster oven to 400°F (200°C).
Lightly spread softened butter on one side of each baguette slice and place butter-side down on a baking sheet.
Bake the baguette slices in the preheated oven until lightly toasted, about 5–7 minutes; watch closely to avoid burning.
Let the toasted bread cool slightly, then spread a generous layer of the cheese mixture on each slice.
Top each spread slice with smoked salmon and, if desired, a few extra chopped chives to garnish, then serve immediately.
