Preheat the oven to 420°F (if baking) or set the broiler (if broiling).
Make the sweet chili sauce: combine chili oil, hot honey, minced ginger, minced garlic, soy sauce, and chili flakes (if using) in a small jar or bowl; taste and adjust sweetness or heat as desired.
Place salmon fillets skin-side down on a baking sheet or oven-safe pan.
Spoon and spread the sauce over both sides of each fillet, then gently massage the sauce into the fish so it is well coated.
If baking, transfer the fillets to the preheated oven and bake 18–20 minutes, until cooked through; if broiling, place the pan under the broiler and cook 8–10 minutes, watching closely so the glaze doesn’t burn.
Remove the salmon from the oven, spoon a little extra sauce over the top, and sprinkle with sesame seeds and minced scallions before serving.
